Selectmen’s Meeting Minutes
Monday – May 9, 2011 – 6:00 pm

Present: Selectwoman, Karen Day; Selectman, Robert Wimpory
Minutes: Administrative Assistant, Debra Davidson taking minutes.
Selectmen’s meeting was called to order at 6:00 pm.
Appointments:
6:00 – In accordance with RSA 91-A:3 II (b) – Motion by Day to enter into a non-public session for the purpose of hiring a person as a public employee.  Seconded by Wimpory.  Voted 2-0 in the affirmative.
8:15 – Motion by Day to come out of non-public session.  Seconded by Wimpory.  Voted: 3-0 in the affirmative.
Decision:  To allow David Mark some time to figure out some logistics prior to his start date of employment with the Town of Greenfield.
To promote Charles Buttrick to the DPW Full-Time Mechanic Foreman, an increase of hourly wage from $17.00/hour to $19.00/hour will be included in this promotion.
Neal Beauregard was not on the agenda but had some questions for the Selectmen.
Skid Steer – Mr. Beauregard reported the skid steer has been delivered, the DPW has gone through it and it is running well.  Mr. Beauregard asked about training for Ms. Burgess and how to handle it, the maintenance of the piece of equipment was also discussed.  Selectmen told Mr. Beauregard that Charlie Buttrick would be taking care of the maintenance.  
Tracking Diesel – The importance of the need of using a record book, tracking the diesel and charging  the appropriate departments was discussed.  Selectmen instructed Deb to meet with Neal, Charles & Carol to discuss the diesel, logging the diesel and to further go over the importance of the record keeping for the diesel.  Charles & Neal will train Carol on the skid steer, when they feel she is trained adequately, they will let her use the machine independently.
Water line for Recycling – Selectmen instructed Beauregard that until further notice this item would be tabled.
Oak Park trash – it was explained to Beauregard that Oak Park is a carry in/carry out facility.  There should be no trash at the Park.
Propane at Meeting House – Beauregard reported this is taken care of the problem was that it had not been turned on.
Clock Maintenance – Davidson will provide Beauregard the number for the person who took care of the clock in the past.  Beauregard will contact the vender.
Fuel storage – Beauregard was instructed to inform Burgess not to do anything until the Selectboard are informed and/or sign off on any testing.  Selectboard want to be kept aware of what is transpiring with the barrels of fuel at the recycling center.


May 19 Meeting – Davidson was instructed to schedule Ms. Burgess for the May 19, 2011 Selectboard Meeting at 7:30 pm.
Supervisor – Beauregard asked what the projected start date for the new supervisor is?  Selectboard stated they do not have a start date at this time.
Kullgren suggested that Beauregard work at getting someone to help the crew as soon as he can.  Names were suggested; Beauregard will check with these people and see if they are interested in helping out.
Town Right of Way – Beauregard informed the Board that Meridian is working on all the right of ways throughout the Town.
6 – Wheeler – It was reported the 6-wheeler just came back from the shop; it seems to be running well.
Barrels at Recycling – Discussion followed as to obtaining a testing kit for the barrels at the recycle center to determine exactly what is in the barrels. Davidson to discuss this with Burgess.
9:15 – Adele Hale – Mrs. Hale discussed a red ant infestation next to Norah’s Depot.  Hale stated it is close to a daycare and children have been bitten.  It was determined the B & M Railroad owns the property; they will need to be contacted.  
Mrs. Hale discussed the purchase of a PA System.  She has done more research, provided the Selectboard with the system she would like to see the Town purchase.  Selectmen approved her recommendation.
Sign Documents for Approval:
Memo to Departments – Selectmen signed a memo letting departments know that the Revised Statutes Annotated (RSA’s) will not be updated and to be cautious when using them as references.
CAP Multi-year agreement w/Primex – Guarantee no more than 7% increase
Current Use Land Map Request – R1-11-1
Purchase Request – Franklin Covey; Letters for Signboard – both were approved
Town Hall Rental – Summer Dance Camp – The week of July 25th was approved
Other Matters:
Mail – Miscellaneous incoming mail was reviewed.
Personnel Policies – The Board will review this in four weeks; they will spend 45 minutes working on the policies.
Administrative Assistant  – Davidson discussed the Beach, Lifeguards, Wages, Swimming Lessons, guests, control of beach count & more.  
90 Day Reviews – Carol Burgess & Neal Beauregard will be scheduled for their 90 day review in four weeks.
Mapping Service Contract – Based on discussion the Administrative Assistant had with DRA Representative, Greg Hynes, the Selectmen have opted not to update the tax maps in 2011.

Letters - Mr. Batty re: fence at WW site, a letter will be sent to Mr. Batty regarding the fence.  
Boston Post Cane – Joseph Loconti would be the recipient – Selectboard discussed this, they are willing to make whatever arrangements Mr. Loconti would like.
Incinolet – Travis Belcher provided a verbal estimate for the repair of the incinolet toilet at the Recycling Center.  The cost is approximately $350.00.  Selectmen approved the repair of the incinolet and proper maintenance of the toilet will be provided to avoid future problems.
10 Top items from Departments – This will be on the agenda for review May 19, 2011.
Minutes – Accepted the minutes of 4/21/11 & 5/5/2011
Free Music Series on the Common – Selectwoman Day discussed her idea of organizing a Summer Music Series on the Common.  She would like to organize it for this summer.  Discussion followed.  
Adjournment – With no further business the meeting adjourned at 9:30 pm.  The next scheduled Selectmen’s Meeting will be held on Thursday, May 19, 2011 at 6:30 pm.
